WAIJING

China as the foreign press reports it.

Beijing

Nine desks, and the right to stay silent

A bureau files only when a foreign headline touches its beat.

The newsroom · Inaugural number. Not a news report.

Each morning the wire is a list of headlines from newsrooms outside China, read from their free feeds and kept only when the item is about China. Japan, South Korea, and Russia are on it, and so are papers and agencies in South and Southeast Asia, the Middle East, Africa, Europe, the Pacific, and the Americas. NHK, Yonhap, TASS, Meduza, the Japan Times, the Korea Herald, Nikkei, CNA, Dawn, Al Jazeera, the BBC. A state agency is labeled as one. An exiled newsroom is labeled as one.

Beijing takes the capital. Shanghai takes the delta. The Pearl River takes the factories and the firms. Hong Kong, the interior, the west, Xinjiang and Tibet, the strait, and abroad take what the wires actually wrote.

On Xinjiang, Tibet, Hong Kong and the strait, the paper takes no position of its own. It prints the foreign frame and names the outlet that used it.

Waijing does not cite newsrooms in mainland China, Hong Kong, or Taiwan.
